Default Newbie to websites

I want to have my own website. I am looking for some suggestions on the following:

A free program that will allow me create nice web pages. Something thaat is DESIGNED just for that, and will out put my page in .txt format, in html.

A good message board system.

How to allow only certain user to acess pages, with logins and what not.

AND other suff that would be helpful for website creating.

(I will be using www.freewebs.com and www.freedomain.co.nr)

freewebs does include a site builder, and i think some templates etc.. as well.

phpBB for message board I'd say but I doubt free webs supports php or mysql...

hostultra.com lets you host phpnuke etc.. if i recall you only have 1 db available but hey its better than nothing, and you get unlimited diskspace/bandwidth. only problem with it is the bar banner across the top edge of the site, but its not bad compared to some.
