Default New to PHP..

Having only HTML as the only web language in my arsenal I feel the need to expand my horizons. I would like to learn php and I was wondering if there was any way I could write it and run it locally on my machine instead of having to ftp to my domain every time for the most trivial of scripts. If so, is
