You need to go to the install.php file

So say you have a host that is www.joxley.com

And you upload vb to a vb folder, www.joxley.com/vb
You need to navigate to www.joxley.com/vb/install.php

(There might be another folder between vb and install.php, just take a gander though the files on your PC or through the FTP)

You can msg me on AIM or whatnot if you need anyhelp

Edit: That folder I said might be between the two, I was right. It should be in www.joxley.com/vb/install/install.php

Why don't you go with vBulletin 3.5.4?
