Default Image cropper

I am starting out as a webmaster. One of my clients asked for people to submit photos on her site. Where can i buy a photo cropper that i can plug into my site that lets the end user submit photos according to my parameters? is this type of thing bought or can i find it for free?

You can buy, you can [possibly] find for free or you can make yourself...

if you have php support (and the GD library installed.

you can use the image_resize function to open a picture, resize it and then save it again...

I was just about to suggest GD. It can do just about anything you could need, so long as you have PHP installed.
