I am trying to build a program that will compose of two pictures. One picture will be blurred and will need to cover the same picture that is clear. I then need the mouse to be a magnifying glass that will when scrolling over the blurred picture will show the clear picture through the magnifying glass. I was thinking of a mouse over but wont that change the whole blurred picture to the clear picture? Please list any ideas of how to change the mouse pointer to a magnifying glass and to show the clear picture through the blurred one.

split both pictures into smaller pictures,
then use mouse over to swap the smaller tiles which will just give you the area you required shown as a clear picture, whilst the rest can stay blank.
