I dont think you can reduce the size of them you can clear them out on a regular basis?

Goto tools and delete browsing history.

Hi,
When you will decrease the size of temporary Internet file size from the internet explorer or Mozilla, then the cookies size will be automatically decrease.

Correct me if I am wrong, are you trying to decrease the disk space to use for your browser's temp files and cookies? Because you can only do that with IE.
By going to:
Tools -> Internet Options
Under Browsing History -> Settings
Then you can change the disk space by clicking the arrows.

I hope I answered your question..

Keeping the size small for cookie files which are used for personalization and authentication.
