Default Hosts file editing script

OK, first off I know hardly anything about this sort of thing, so bear with me.

Is it possible to write a script that will edit someones hosts file to stop them from coming to a website? (Unless they know how to change it back of course.)

Also, what's the legal side of something like this, say if you owned a website and you were trying to get rid of a troublesome user?

It'd really need to be custom written, but the answer is yes..

the problem is...

the server needs to be erstartedeach tmie the file containing the banned hosts is changed, that could mean down time..

A better way may be to use some kind of CMS system that would ban user by adnig the address to a database, it wouldn't be quite the same as baning them since they could still see the server, but it just wouldn't serve any content to them.
