I am creating a website (in HTML, I don't know any other web language currently), and I don't know PHP or anything

Could someone please help me or show me how to create a contact-me form and a mailing list program?

please, I really need it and I don't know how.

I have (in case you can help me by telling me which of these to use):

1.Macromedia Studio MX 2004 with Flash Professional

2.Microsoft Visual Basic 6.0 Professional (don't know how this would help)

3.Microsoft Visual Studio.

4.Delphi Enterprise Edition
