I noticed if I upload a favicon to my public_html folder for my website, all files have that favicon without me having to link it. I tried this with a CSS, but that didn't work.
Is there a way to make it so I can upload any file and that css applies to it, unless there's a link telling it otherwise?

Not that I know of - but is it really that hard to link the stylesheet in on each page?

favicon is a special file.
you can only have one. whilst you could have lots o different styles, (general_style.css, members.css page3.css etc). how would the browser know which style sheet to look at? so short answer and long and answer is no.
