Build an ad for veterans

Being in a lot of the programs and thankful for a roof over my head, I want to give back to the veterans programs by having an ad for information at my forum.
One of the ad locations in VB4 is at the bottom of the page. I think the ad should be large enough for bad eyes to read but not too big. The rub is I can't program in HTML worth a tinkers damn. If any one's up to the chore I'd be in your debt.
Here's what I have in mind:
1000px max width.
Flowing flags on either end facing each other with the text centered between them.
The title of the ad in gold saying: Veteran Information
Below that toll free phone numbers to call for programs and help.

I will supply the phone numbers if any one takes on the job.
