Adding text box/ unwanted underlined text?

I'm using MS Office Professional Enterprise Edtion 2003 - Publisher to design a web page. When I add a text box in Publisher (Web designer) most of the time it adds an underline under the text. I don't want this and I can't figure out how to stop it. Underline is not selected in the fonts box nor is it in the default format so why is this happening?

Just noticed that if I tuck the text box in close to the bottom of the text it will not show the underline.
Anyone, please?
