OK, here's the deal:

Become an active member ( you are considered an active member when you make 10 useful posts )
Make your ad post in the "Advertising" forum
PM "admin" (without quotes) with the name of your post and quoting "CFAD-STICKY"
If you don't stay active (i.e you don't post for a long time and you don't post an announcement in the general forum and you are inactive for a couple of months) then your post will be un-stickey'd.
