Default help with webpage design

how would I build a site like www.cyberpowerpc.com in dreamweaver, with the pop down menus, and the shopping cart thing?

ok , step one is to make a plan , including
1)Map showing all of your pages and how they link
2)what content is going to be on each page
Step 2
Start making assets, images , text otehr things
If you want any help with images and stuff pm me i can help make images,
step 3
the shopping basket is some advanced code , or companys like paypal offer a shopping cart service for websites

Also the menu system is most likely javascript , and would be quite easy to make , like i said above i have no idea about web scripting mainly the design side so i could help you with that , i am sure somebody else can help with we coding .
