I have a question, how to know if a website has "Do-Follow" or not? It will be a waste of time if you leave a comment for a blog/website that does not have "Do-Follow", any ideas?

you can check all the links and see if they have no follow or
you can install browser plugins that will automatically show if no follow or do follow

You can download a plugin that I use and it's called SEO Quake that tool will highlight the links that are do not follow.

On another note you do know that even if the website is no follow there still some power to that and that will give you a natural link-building pattern that Google likes.
