Default Banner Width

I've been running a personal website for some time (http://imperialthrone.com) and I'm getting ready to redo the layout and look sense TES4:Oblivion is out now. I've seen how you can have the browser stretch the height and width of a picture, but that degrades the quality of the picture. Is there a way that I could load different pictures depending on the viewer's screen resolution.

I use 1024x768, but some people still like using 800x600 resolution. I don't want them to have to sidescroll just because I want a nice banner for larger resolutions.

Oh, and I use notepad if that helps/hurts.
