Default Windows XP Professional desktop problem

Hello, i have recently found the group policy editor, and find it very helpful when disabling control panel to my unmanaged computers.
However i modified "user configuration\administrative templates\control panel\display\*hide desktop tab*" to enabled, as i did not want users to be able to change the desktop. However after restoring this option to "not configured", and/or "disabled" the effect remains as if i selected "Enabled".
Does anyone know of a bug, and how it can be resolved?
I would be very grateful for any help.
