Windows XP Doesn't Restart

Ok, this one has been driving me nuts for a while. I have a Windowsn XP machine connected to a domain at work. When the user selects Restart from the Start Menu, the machine does not respond to the command.

After clicking Restart, she is asked if she is sure, and clicks OK as per normal restart procedure except the system does not log her off or restart. Log off works fine. I have tried to invoke the shutdown command from the command prompt and I get the same result.

If I log in as Administrator, it works as normal. The user is a local admin on the machine in question.

What are your thoughts?
 
There is a Group Policy Object (GPO) preventing user restart.

You can tell because a domain admin can reboot, but not a user, even with admin privileges. Windows uses the principle of least privilege. If the right is granted here, but denied there, it is ultimately denied.
