windows xp backup disk won't boot from the disk

I already kind of answered this. Did you copy it over directly with a CD-Copying program; or did you save it on the Computer and Drag it over? Or even just Drag it over? Cause that would mess up the sectors.

how come when you coppy it yo youre hard drive and try to burn it it mess up the sectors.
 
Cause when it writes, it will copy it to the CD alphabetically, as it gets to the files. If you Copy it straight; it will put it in as it is written on the CD.
