Windows start bar issue?

Okay guys something weird has happened? My Start bar at the bottom(I use Vista) isnt in front of pages.. I hope you can understand what i mean, like right now on the internet my start bar isnt showing? how so i make this stay on top of everything? I have tried properties - (keep the teskbar on top of other windows) and it still doesnt work?
