Windows Mobile 2003 .cab setup errors

Still working on that Dell Axim x3i (more like about to throw it in the road and laugh hysterically as it gets flattened). I have downloaded some cabinets that for WM2003. However, every program I try to install from the cabs (either from the flash card or built-in) gives me an error: (blank=folders and files)
The file \blank\blank\blank.cab is not a valid Windows CE setup file.

I've tried updating my ROM. I've reset the device to start anew. Is there a Windows Mobile 2003 patch or something that will fix this?!
