windows installer service

when i try to install any program created by microsoft i get an error that reads

"installation can not proceed because windows installer service could not be found this may happen when running in safe mode please contact technical support" but i am not running in safe mode

im running xp home adition version 2002 sp2

windows installer service is included in xp therefore can not be downloaded or installed like 98/2000.......some advice would be appreciated

have you done a scandisk before by any chance?
