Default windows 7/8 tablet questions

Was looking at windows 7 and 8 and was wanting to know if their is a 3rd party program that has the closest look to the windows 8 tablet pc input panel available for windows 7 or could you import the input panel from windows 8 to windows 7?

If it can not be done, then how good would a first gen i5 with 4 gb of ram work for windows 8.1 today in 2015? Nehalem or Sandy Bridge, i think?

You can doesnload this program.
It should act like Metro. Even though i have no idea why you would actually use it

The Nehalem is still a fine CPU architecture. It can handle it.
I'll recommend a computer with SSD
