I would have thought that the Windows tool would have formatted it to NTFS itself.

Okay, I just found out that ISO's of different languages don't upgrade each other with keeping both personal files and applications after downloading the international ISO to upgrade my Win10 originally installed from English ISO. This includes English to International or vice versa. That would have been some kinda clean installation, not an upgrade.
