I think you're using the wrong description for these 2 versions of Windows 8.
They are both Windows 8 Home Premium. The more expensive, is generally referred to as the "Retail Version". The less expensive is the O.E.M. or "System Builders" version, which is less expensive, because it is designed to be used only on the computer originally built for it's install, and the builder of that computer is responsible for any tech. support.
The full retail version can be installed on any computer, as long as it's only one machine at a time, and Microsoft will provide limited tech. support. Other than that they are identical.
And, I also agree to stay away from Win8, and go with Win7.
