white progress bar

just formatted my C drive now i have a white progress bar when the computer starts up which slows down the starting up of my computer a ot. anyone know why this has suddenlly appeared, and how to get rid of it?

anyone know why it takes to long to start up with this white bar/black background loading up everytime
