what is a good reliable way to make windows sounds like i want my login to say "welcome back Zack" so how would i come to make the sound and how to convert existing ones.

Open up Sound Recorder and use your mic to record whatever you want then open the Sound panel and click the Sounds tab.
Then scroll through the list until you find the Windows Logon entry, then click on it, and click Browse. Choose the wav file you recorded with the Sound Recorder and it should work.
