Urgent Help!!! How Do I Enable Windows Security Dialog Box???

I am using Windows XP SP2 Professional Edition, both of my computers are connected on a network, however on one computer, when i press CTRL+ALT+DEL, a windows security dialog box pops up, where as on the 2nd computer only the windows task manager pops up when i press CTRL+ALT+DEL, both of my computers are on a LAN Network, on a work group. how do i correct this problem that i am having????

Type in:
control userpasswords

Change how users log-in by disabling the welcome screen.

Then Start->Run
Type in:
control userpasswords2

Select (on the other tab)
Require users to press Ctrl+Alt+Del

Start->Run
Type in:
control userpasswords
