Hey, is it possible to retrieve files such as music and all programs after a hard drives been wiped and windows reinstalled??

It's possible but very difficult. If windows was reinstalled, you probably won't be able to recover anything.

You might be able to recover some files, have you tried using file restoration software?

The only files that would not be recovered are the files that were on the location on the hard drive that have been over written by the new install. Using software like Recuva has the possibility to recover the files, but there is no 100% guarantee that they will not be corrupted in some way.
