Default Slow animations in Win7?

Ok, as you can see in my sig, I don't have a shy computer. It pretty much tears through anything I toss at it, so I'm really quite confused with this. Once every blue moon, when I start up my computer, Win7 boots and all of the animations are around 4x slower than usual. It's incredibly annoying. Everything else is fine, I don't see any processes using an abnormal amount of memory or processor, yet every single animation runs incredibly slow. A reboot fixes this problem. I've tried clean installs, everything. I also have a friend with a similar set up, with the exact same problem. I can not figure it out. Help?
