Setting Up a Default profile for OS X 10.6.3

Is there a way possible set a default profile in Snow Leopard 10.6.3. I want to be able to set up the programs, settings, and system preferences up so that every user that logs on has the same settings and programs so don't need to worry about security or preferences.

This is going to be for a enterprise area and it will be binded to a domain. The reason for this is so different accounts can log on and work on the difference mac machines we currently have. We currently don't run any OS X servers because we are based on Windows in out department.

If there is a way to do this that would be awesome!!

One last thing that if anyone had any ideas about. Is there a way to clone a mac easily? Currently I am using Carbon Copy Cloner and backing it up to an external HDD as a .dmg and then restore it on a the next mac. We only have a few macs to clone so I don't see the purpose of a server because it is not worth time in my case.
