Default RstIdle program. What it is?

Whenever I turn on my computer, I have this process called RstIdle . It always takes about 45 CPU, and when I kill it, computer speeds up, and nothing else.
I searched the internet and found (the process rstidle.exe takes all the cpu time - Roxio Community)
that this process is useless. How can I switch It off so It never comes back?

I went to msconfig, but its not there

This is a backup program that is probably creating a backup of your computer. It's a roxio program, you should be able to find it in your start menu. If you back up your own files, you can just uninstall the program so it doesn't run anymore.
