Default Project 2007 says "Project cannot open the file"

I have a user that has been using Project 2003 for several years. He last used one particular file in November, and now when he tries to open it he gets this error message:
Project cannot open the file
--check that the file name & Path are correct
--check that the file format is recognized by project
it is a .mpp file, and was created with and had all modifications done with project 2007. The only thing that has changed in the last several months is an upgrade from Win7 Ultimate to Win7 Prof.
I have tried opening this file on other computers and I get the same error message.
I have done a new/fresh install on a computer - same problem
I have repaired and also removed/reinstalled - same problem.
...help....

There two possible theories that I can put forward. The first one is if the file was made in Project 2007 then Project 2003 must have service pack 3 installed to reqad Project 2007 files.

The second possibility is that the file itself has become corrupt. I don't know of any solution to that I'm afraid.

I'm also betting on the file being corrupt. Do you have any backups or shadow copies of that file?

Try downloading and reinstalling the compatibility pack

If that doesn’t work you may want to consider a third part PP recovery tool PowerPoint Recovery Toolbox: https://www.oemailrecovery.com/powerpoint_recovery.html
As always, save a copy of the file as a backup before beginning procedures.

As always, save a copy of the file as a backup before beginning procedures.
