Problems With My Father's Desktop

My dad recently called me to ask for some help with his desktop troubles. Basically you can't run any diagnostics because the window's start-up sequence stops before the icons and start menu initialize. The same exact thing happens when you boot in safe mode, the only difference being the safe mode notice in all four corners. Any suggestions?
 
This has happend to me so many times, there's only one real fix... To format or reinstall Windows.
 
Before you format as suggested above, which version of Windows is it?

Have you tried a repair installation?
 
I agree with A True Folder, you should try a repair installation. It sounds like explorer is corrupt- a repair should fix this easily- and you won't have to reinstall everything as you would with a complete format and reinstall.
 
If you can get to the RUN box then there might be a work around for you. If you can get there, then try typing sfc /scannow. You will need your XP disk, when you do this too.
