Default photoshop...

Does anyone know how to take a scanned image, such as this one done by someone at school, and turn it into something cool? Like a pinstripe type thing?

I want to remove the paperlines and all the little greyish dots and crap and make it nice, something like you'd see on a car show on TV where they make it nice and sleek, and shiny.

EDIT: I have looked at tutorials but they don't say anything.

Huh?
I want to turn the scan.psd image into something nice and neat and sleek looking like a pinstripe type picture; I want to remove the notebook paper lines, I want to pencil lines to something solid or shiny or something....
