Exclamation Per Site PRivacy Actions (HELP)

Internet Options > Privacy (Tab) and click on the Sites button.

I mistakingly deleted all of them by hitting the "Remove all" button by accident.

Is there anyway to UNDO this action?

Would it still be there in a previous Restore point?

Yes a system restore should recover all your deleted privacy data as it is stored in the registry.
