Default OS Transfer

I am the first to tell you that I know very little about software, namely operating systems. I do know a fair bit about hardware though but there is one thing i cannot figure out. Here is the question: is it possible, and if so how would you do it, to transfer the operating system files, ie all the files that make windows work, to a new hard drive. I am looking at building a new computer and i have a laptop that is currently not in use, what i want to do is move the windows operating system over to a new drive, is that at all possible? thanks in advance for the help

You can't really transfer it from one computer to another because there would be so many hardware changes.

What I do when I go from one PC to another is install the OS on the new PC, then I plug in my old harddrive and transfer everything over to the new PC. Programs will have to be reinstalled.
