Default Operating system question

so im going to buy this computer
Intel Core i5 3450 3.1GHz DESKTOP COMPUTER 8GB 1TB HDMI Quad Gaming PC | eBay
but seeing as they charge $100 and up to include to OS i though i would try and find it cheaper. I found this
Full Version Microsoft Windows 7 Home Premium 64bit SP1 - ENGLISH | FRENCH | ML | eBay

My question is: is that operating system worth buying? $70 seems too good to be true. It feels like it is some sort of bad version of windows 7 or something

I always use PriceSpy - Shopping Intelligence. But that is cheap compared to what I looked at.

Sounds like it to me or is that just the currency exchange rate?

Last month you could buy win 8 upgrade from win7 for nz$49,Download from net and if you wanted disk backup,add nz$25,took 3 weeks for disk to arrive,had to come from Dubai.I see now it has jumped back up to full price
