Windows is the best as its runs most software and even if you do encounter a virus there are tons of antivirus for it including norton avg pctools and more

Buy Windows Vista and get a free upgrade to Windows 7 when it comes out on the 22nd October
Upgrade an existing PC
Buy an Windows XP CD

and if your looking for a free operating system Ubuntu the way as its got loads of software and it can run Windows programs with Wine and it does NOT get viruses as much as Windows

System requirements
Windows Vista (May run slow if your computer has under 2 GB ram or if aero is enabled if your graphic card isn't the best)
Windows 7
Windows XP

Windows Vista
Windows 7
Windows XP

Or you could buy a cheap netbook with windows xp installed
