old OS onto new HDD?

Seriously doubt its your hard drive. A Hard drive can cause weird issues but the issue you have is somewhat odd for an HD. So I am thinking it is, as you said a coincidence.

Upload speeds are normally a considerable amount slower then your download speed I have 16mb download speed and only .75 upload speed on my internet right now. I am assuming you are running on cable. Check your speeds at a non prime-time hour of the day and see what they look like then.

well I found a windows XP disc. So I removed my IDE drive and installed the SATA drive, put windows on it and now Im just installing all my programs, updates, drivers etc...sure works nice! So much faster, and quiet!
