What language will it be written in, What is the goal in mind for how it will work, And Do you need any help programming it?

It's being coded in vb. It's just like all the other smiley programs you've seen, you click it, it appears in the forums text box. I'm not sure of linux guru knows API because I had to help him out with that. So I don't know what the progress report is on it.
