Default Needing permissions for files I own???

I have an external hdd that has an entire 84gb file full of music that I can't use due to "insufficient permissions". I've tried changing owner, changed the permissions, ran a script that did it all at once for me (it got stuck), tried running check disk (it too gets stuck) and nothing helps.

Now there's another few folders on an internal hdd that is kind of doing the same thing.

It's kind of a hard thing to explain which makes this whole thing more of a pain. What would make me unable to access/use files and/or folders that I am the owner of and have the permissions to use?

Any and all feedback greatly appreciated on this strange, vague issue...lol
