1. Remove HDD
2. Access HDD with another working computer (with working OS, etc.)
   
3. Salvage data for backup
   
4. Format HDD
   
5. Put the HDD back where you got it
   
6. Reinstall with your Windows installation disc

Does a windows xp cd have a option to repair windows like the windows 7 cd does.

Yes. After you press enter to install XP and accept the EULA, it will search for installed versions of windows. If it finds one, you will be given the option to repair it.

A repair install basically restores all the system files to their original state when XP was first installed. It keeps your data intact although it is always good practice to back it up.

Well guys i found out what wrong, the hard drive was on its way to its grave! It just died, windows want even read the S.M.A.R.T chip. Does anyone know how much it cost to have the data recovery service done?
