Beryl on Ubuntu Feisty Fawn. That is exactly what you described.

I still think the most flashiest ad Vista like OS is PCLinuxOS. Then install Beryl.

Well, I guess it's not so much the OS, but the Desktop Enviroment. The mainstream one's are KDE and Gnome.

I find KDE a bit Buggy. The latest version of ubuntu has SOME desktop effects built in!

yea just about any distro you can make as flashy as you want ubuntu is good so is gentoo and pclinuxos kanotix ect well its which ever distro u want you just need to install beryl and you will be set also its the interface like kde or gnome gnome seems a little bit more organized but kde seems more like windows, i sugest you get both, and also ubuntu and pclinux are both extreamly easy to use (pclinuxos already has beryl installed!!!) good luck

Yeah, if you go with PCLinuxOS you have Beryl installed along with flash player, Java, mplayer plugin, and some other cool things.
