Default internet home page

I have windows XP. The problem I'm having is when I open internet explorer, I want it to go to my email home page. The previous owner has it going to some off the wall site. I go to tools, inernet options and in the general tab to change the home page. I change it, then click apply and ok, it appears it changed it. I then start over and no change. Goes to the orginial site.
How can I make it change to what I want?

Check for toolbars under the same menu you used to set the home page except select > manage add-ons.
In add remove programs, look through the list and uninstall any toolbars. Some times when programs are installed the person will not stop to read what's being added and opt out. You'd be surprised at the junk you can get when you don't.
