How to format a hard drive from Vista

That would work, yes, but you can't install Windows on another computer and then put it into the original computer. You can format, but you'll still have the issue of not being able to boot from CD. Does your keyboard work in the BIOS?
 
I can use the keyboard in the BIOS, yes.
I feel that switching hard drives would work, and booting from the CD-- well, I built the computer, so I had to boot from the CD to begin with. I think I might have had a different keyboard back then? But it too would not respond when selecting Safe Mode or Run Normally (part of what I mentioned in an earlier post).
 
if you can press F12 to get to the boot menu then the keyboard is working.

do the options have numbers next to them? sometimes you don't use the arrow keys, you just press the number or letter next to the option.
