Default How to create system-level Windows user account?

How do you create a Windows user account with system-level priveleges (above administrator-level) in Windows XP Pro, and why would you want to?

The system level privileges are not "above" an admin - they've got the same level of access. You wouldn't ever want to create a second system account, it's used by some applications internally for various tasks, and you should never use it directly yourself. See here for more info.
