Help with repairing Windows operating files

I'm still using Windows XP. For some reason, their are no power saving options available. They were there a year ago, but then they just disappeared.

The drop down windows are blank, and it doesn't see my UPS, but seems to want some APS UPS that I have never owned.

The only way I can put my machine in sleep mode is to press the on/off button on my computer. I suspect a corrupt file somewhere, but how would I find and replace it? Because of all the updates and service packs, the XP disc doesn't recognize the software on my machine as being the same XP and bails. If it did work, I'm not sure there is any option to look for corrupt files.

Can someone point me to a solution? I hate Microsoft for this and many other reasons. Apple is not even in my think about vocabulary, and Linux seems to have gone no where.
