Default headline help

if I use inline css I know how to make a Headline tag
<H1> text here </H1>

But I want to use Internale css I know my style code goes inbetween the HEAD Tags of the html file.
Do I put it like this

H1{"color:white;font-family:Times New Roman, Arial;"}

That's correct, but why have two font families in the same tag?

I have times new roman and if they don't have this this Is why I put Arial
