Default Hal.dll problem

Hello, Im having a problem with the Hal.dll.
I have attempted to use the recovery console. But it brings me to C:\
and Not C:\WINDOWS.

What problem are you having? What error message do you get?

<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."

Can you type "cd windows" to get to c:\windows?

If not,

Try this link (Under the first set of blue links)

If that doesn't work...
You can download another hal.dll file from here.
Then put that on a usb drive and boot up an Ubuntu live cd.
Mount the internal hard drive in Linux
Copy the hal.dll file to C:\Windows\System32\
Take the Linux cd out and then boot into Windows.

Thanks I will make sure to try these, haven't tried anything like that.
