Formatting non-Windows recognised drive

I'm running Windows 7, I have another SATA hard drive attached to my PC. That drive is currently formatted ext3. Is it possible to format it FAT32 under Windows even though the drive is not shown in Windows Explorer but it is detected in Device Manager.

What I was looking for was Disk Management which is located in the Control Panel.
